Who Qualifies for the Warm Homes Plan?

Knowing if you qualify for the Warm Homes Plan is the first step to getting free energy upgrades. The scheme has clear eligibility criteria based on benefits, income, and property type.

This guide explains exactly who can apply and what evidence you need. Most households find out they qualify within minutes using the eligibility checker.

Income criteria

The scheme targets households with lower incomes who struggle with energy costs. Your total household income must be below set thresholds.

For most areas, the income limit is £31,000 per year before tax. This includes all income from employment, pensions, and investments.

Some regions have different thresholds based on local costs. The eligibility checker accounts for your postcode to give accurate results.

How income is assessed

You need to provide evidence of household income from the last 12 months. This can include payslips, pension statements, or tax returns.

Benefits count as income unless they are disability-related. Child Benefit and Attendance Allowance do not count toward the threshold.

Benefits that automatically qualify you

Receiving certain benefits means you qualify regardless of income. These are called qualifying benefits or passporting benefits.

The main qualifying benefits include:

  • Universal Credit
  • Pension Credit (Guarantee Credit)
  • Income Support
  • Income-based Jobseeker's Allowance
  • Income-related Employment and Support Allowance
  • Working Tax Credit
  • Child Tax Credit

If you receive Council Tax Reduction, you may also qualify automatically. This depends on your local authority's scheme.

Proof of benefits

You need to show current proof that you receive a qualifying benefit. This can be a recent award letter or online account statement.

The document must show your name, the benefit you receive, and that it is currently in payment. Documents older than 3 months may not be accepted.

Property requirements

Your home must meet certain conditions to qualify for the scheme. These ensure the upgrades are suitable and provide good value.

Property ownership

You can qualify whether you own your home or rent it. Homeowners can apply directly.

Private tenants need landlord permission before applying. Social housing tenants should check with their housing association first.

Energy Performance Certificate

Most properties need an Energy Performance Certificate (EPC) rating of D, E, F, or G. Homes with rating A, B, or C usually have efficient heating already.

You can find your EPC rating on the government's online register. If your home does not have an EPC, one can be arranged during the application process.

Property type restrictions

The scheme covers most property types including houses, bungalows, and flats. Some restrictions apply to listed buildings and properties in conservation areas.

Mobile homes and park homes may qualify under different criteria. Check with the scheme administrator for these property types.
